 Answer:  What is reasonable?  

'The Court of Appeals has frowned upon the description that of a reasonable doubt as one for which reasons could be given.'  Black's Law Dictionary quoting Patrick Devlin, The Judge 134 [1979].

Reasonable, adj. 1. Fair, proper, or moderate under the circumstances.  2. According to reason,<your argument is reasonable, but not convincing>.  Black's Law Dictionary.

Reasonable can be ascertained by regulatory guidance, case law, expert opinion, or by looking at the conduct by others in the industry.  In all circumstances it is based on the particulars of the situation.
